Discolored wheel paint

While cleaning my winter set of BMW OEM 162 style wheels, I noticed yellowish discoloration about all the edges/creases that does not come off with soap and water. What caused this discoloration and how do I get rid of it?

disregard above questions. Did a search and I think I will try Blue Magic metal polish like Byoung8 used on his 162 wheels.
