Out-of-warranty service: do you need to pay for loaner?

One dealer (Brian Jessel) said yes, I have to pay for the loaner vehicle, and another dealer (BMW North Vancouver) said no. What gives? I need to do my coolant and steering fluid flush.

there is no answer to this. dealers are free to have their own loaner policy.
