what state should car be in?

new to coding and was wondering what the state of the car should be in while coding. key in (nav on) ? car on? I need to have voltage between 13-15? car off?
If someone could just pm exactly how their car is from start to finish while coding?

12. Put key in slot and press the START STOP button but not to start car.
