I use the same soap to wash the wheels and tires as the paint. There appears to be a circle (aprox the diameter of a quarter) of blue wax on the sidewall of the tire that does not wash off.
Any recommendations on how to remove the blue wax from the tire sidewall?

Try a firm tire brush and an all purpose degreaser. I'll typically use Poorboy's Biodegradable All Purpose Cleaner diluted to 3:1 along with a small scrub brush to agitate the surface. Follow up with your choice of tire dressing.
