The $549 price is for a "factory unlocked" iphone 4 with no contract required.
with 2 year contract, prices are $99 8GB 4, $199 16GB 4S, $299 32GB 4S, $399 64GB 4S.

Also, Apple replacements are not 'brand new' but 'factory refurbished'. But they should look new since they are cleaned after they are fixed. You won't know it's a refurb unless you look up the serial.
