use "paint stripper" from your local home depot... it makes it bubble up all the way through primer and all and you just wipe away. It's an acid, so you must use chemical resistant gloves... what you can't get, just use a wire brush attachment to scrub it off.

the tire is still on the wheel? any paint on it? if you cant get it clean have a tire shop put the left tire on the right wheel and vice versa. Outside face will now be inside.

Yeah, if you screwed up, re-mask the tire, use paint thinner to thin the paint, scrape off as much as you can, sand down the rest of the paint, and just start again.

When i was a kid, i would take bikes apart to the frame and use this paint stripper stuff on them to get them down to bare metal... to get EVERY LITTLE spec of paint, it was a day project on its own, but no type of paint stood a chance. +1 You want some stuff that will break down paint and plastic to leave bare metal. The sand and paint method works but IMO it's best to start with a clean surface. I've done several sets of wheels and that's worked out the best.
