it's when a certain little man starts rubbing up on you without your permission.
It means a for sale ad, that the buyer is not sure of, a way to test the market. I.e. "hey i want to sell my wheels to a potential buyer, but im not quite sure yet, make me some offers and if i get the right price ill let them go".
