Disputing a parking ticket. Advice?

Tl;Dr is at the end of the post for the lazy readers.

Got a phone call today from ARO collections agency saying there exists an outstanding parking ticket on my vehicle issued Feb. 20th, 2012. Accrued with interests, the ticket stands at $105 dollars right now. This ticket was issued by the City of Vancouver and not from a private parking company.

They said that the vehicle was parked on Robson Street next to an expired meter. I told her I always pay for my meters and there was no way that thing was expired. In fact, that day I actually left the restaurant to go check-up on my car and waited inside the car for everyone to finish up inside the restaurant and pick them up. I was waiting for them in my car for about 5 minutes, or less than that. No officer approached me to issue me a parking ticket. No ticket was on my windshield. I have witnesses to prove that there was no ticket issued to me in any way that day in which I: 1) knew about it, or 2) directly received it.

It's protocol here that they must put the ticket on your windshield. But today I found out about this existing ticket, and I asked them why they hadnt notified me before sending it off to a Collection Agency. They say they did, but then I found out that had been sending my ticket warnings to my OLD ADDRESS. They said they issued three warnings to me by letter.

They told me this was my fault, that I have to keep them updated. Fair enough. However, at the start of March I had (independently) went to ICBC (insurance corp here) and changed my address. Which means thereafter, I should've received ALL ticket warnings. I suppose this would mean it's the city's fault then, correct?

The alloted time to dispute a ticket is 14 days after receiving it. However, seeing as how I haven't received a ticket to even dispute, I missed that deadline. And seeing as how the City of Vancouver never bothered checking up on my new updated address, I never received any warnings either.

But that's not even the issue. I really disagree with this ticket issue. I paid for my meter in the first place! City of Vancouver tells me my car information is all written down, but when I pressed for photo evidence they said none existed. My word against the officers?


Tl;dr:

City issues me a ticket without my knowledge or my direct receiving. Fails to send the warning letters to my correctly updated address. Without my knowledge of any ticket being issued, I have missed the 14 day dispute window. Ticket had been sent off to Collections. I receive notification of this today. Ticket outstanding is now $105 dollars. I actually did pay for my meter. Called City of Vancouver to inquire, they told me no photo evidence existed. They will contact me back, but I'm wondering what should I do? Or if there is anything I can do?

Something like that happened to me before. Once it get sent to collection they wont reverse it..

I hope this won't be the case, but if it is... that really is a bummer.... I paid that damn meter too!
