Does this look safe to you?

The coupler from my stett CP that connects to the throttle body. Not sure I want to put this piece on. Would really hate if one piece of the frayed coupler came off and went into the engine!

Of what? I'm talking about how the "inner ring" part isn't 100% complete and has some flaky parts still attached. You can see them at the 8 and 10 oclock positions in the first picture. I just don't want to put it on and then it leak or be unsafe because the inner ring isn't perfect.

No. I just don't know if that ring is exposed to the throttle body or if it is on the outside of the throttle body.

The inside of the large end will slide over the outside of the throttle body. As long as those chips don't go further than about a quarter inch inside you will be fine.
