Exhaust Flap stuck closed

The vaccuum line running to the exhaust flap has constant vaccuum... Even with the line in the trunk unplugged the flap still stays closed.. Used the jb4 can flap open and the flap still stays closed.. Any1 kno why the vaccuum line would still be vaccuuming even though the plug is disconnected?

The flap only opens when i disconnect the vaccuum line but the line still has pressure

Leave line unplugged? It sounds better with the flap always open anyways.

I kno it does but im just curious to kno why the line has constant vaccuum even with the wire unplugged
