painting defect or damaged by an object?

Hi Guys,
I got my rear bumper repainted a month back from the dealer, today while taking my car out i noticed this deep scratch on the rear bumper, it doesn't look like it was done by another car, is this a painting defect or damage by another car/object? i have attached pics, my car is always covered & there is no noticeable damage on the car cover.

Definitely looks like damage of some sort.
Feel it. If it is smooth and under the clear coat, then it would be paint. but, by the looks of the sharp lines, it looks like damage.

it may not be damage from another car but it could be damage from someone walking close to your rear bumper . Like someone else said , it looks like damage from an object ( like shopping car, stroller , who knows really)

historically speaking, you'll find that most damage of this sort is caused by low-flying pelicans

I noticed this scratch today morning before taking the car out, when parking it the night before there wasn't any scratch/mark. The best part is my car cover is flawless & has not tear etc on the same rear bumper spot, will take a look at my parking space cctv soon but i got a feeling it hasn't happened by an external source cause the car cover is intact on the same spot

Looks as if there might have been damage and then the after effect was an air bubble where it occurred . Then it looks as if it ripped along the line. If there was good adhesion from the paint job or it had a longer period of time to cure/ harden, then maybe it would have acted like OEM and just been " an indention scratch" with no paint ripping. It could be fixed by a blend job and a re-clear. I would ask for the bumper to be completely re-cleared; not just halfway or on the corner.

interesting, the rear bumper was repainted around 40 days back, so will it take that long for the defects to pop up? i m sure the dealership will say it was done by external damage.

not a paint flaw definitely a low impact of some sorts, also looks like there is a bit of a dent on it. best bet get it fixed at a body shop.

I should probably rephrase it a bit. Yes I believe there was damaged caused by an outside source( cart, low flying pelicans or whatever) . Bu I also believe that the paint job was most likely not prepped that well. New raw bumpers need to be scuffed with green pad , then cleaned with soap and water, not degreaser, then sprayed with bulldog flex adhesion promoter, then paint, then clear coat.
I don't think they scuffed the raw bumper well, otherwise it wouldn't look the way it does after the damage. It's not like you could use a touch up pen because its bubbled up.
