Some LEDs fading others don't

Do you guys know why some LEDs in a car are able to fade, per example the puddle lights, and others don't. When I set the angle eyes LEDs (OEM) to fade as welcome lights they kinda strobe. Same thing happens after I changed the interior lights to LED (BMW OEM).

My LEDs fade- I got them from highperformancebulbs.com.
Honestly I think it has to do with the type of LED it is- CANBUS versus something else for example. Shocked they flicker if they're all BMW OEM equipment.

Some LED's can't function under low voltage where others are more stable. It all depends on how the car controls voltage and how the LED's are designed.
