Local dealer here (Herb Chambers) wants $100 for to "scope" the car in addition to the $79.99 oil change special (BMW value service). They claim it's required to reset the CBS lights, even though that's specifically included in the description of the special on their webpage. If it weren't for that, it would actually be a good deal.

So let me get this straight, OP. You recently purchased this vehicle, used, and just found out the tube/cage/support is missing. Have you been told by the previous owner (seller) which shop they used for their latest oil change?

sorry guess i'm being dense here... but i don't get this at all, how does the cage get separated from cap? I've changed my oil many times... and never gotten the cage part separated. With the link someone supplied, i've put together the sequence of events as: oil is changed at a lube shop with a crappy oil filter, then the oil changed at a dealership where the cap and cage get separated, at which point the dealer incorrectly reassembles the cap, cage assembly causes issues with oil circulation. Is that right?

Yes. They changed the oil at an old man's shop that's just been sold to build condos.

Shit, sorry to hear about your experience, never thought something like this could happen. As Dark_Knight said, thanks for educating us on the dangers of this, your saving a lot of engines! Hope you get yours sorted out timely and efficiently without it breaking your wallet! I can see why its good for one to do their own oil changes and maintainence if they are capable of.

Can't imagine why not go to the dealer for the oil change.
They are cheap at my dealer.
