yea very serious, if the sidewall of the tire has paint that he cant remove from the rubber. he could put the left tire on the right rim, and the right tire on the left rim. this would now cause the outside face of the tire to be on the inside over on the other side of the car. think about it. obviously if you can remove the paint from the tire, you wouldn't need to do this, but if you cant this would help you not have to drive down the street with a tire that has paint around the sidewall.
the wheel should clean up easy with brake part cleaner or stripper. tire sidewalls have lettering and other shit on them that make it tougher. |

Sand and repaint if you don't want a mess. The strongest I would go with chemicals is paint thinner. Do not use the stripping gels that people here are suggesting. It is an absolute mess you don't want to deal with for such a small project.
