At the end of the day it comes down to the mass you are trying to spin (the wheel) and the amount of exhaust gas and it's speed. I would say in general twins spool quicker but do you really need it down low? It all depends on your application and fuel available. If you are stuck without E85 then a single makes the most sense for powah. Even if you have E85 you are running the turbos to their max and have 2x the failure points vs a single in its optimal range.
