Tire rotation and balancing with All Seasons

I bought my Conti All Seasons back in December and in 6 months, I've already racked up 9,000 miles (that's 13,000 kms??).

Anyways, I was thinking of getting them rotated. Is balancing also...

Therefore:

a. Maintenance for cars under warranty is covered in US on a car exported out...

If the title is in their name means you need to pay the full amount due and pay off the car in cash. After that, they should be able to transfer the title.

And it doesn't matter Canadian address...
